Doesn't he look like the younger brother of Akashi Seijuro ? xD   
This's Karma from the awesome anime Assassination Classroom , one of my favorite anime ever !
you might've heared of it by seeing this creature somewhere :      xD 

Anyway you should totally watch it , it's definatly one of the best and watch worth !
